Executive Order 12472 "Assignment of National Security and Emergency Preparedness Communications Functions", signed July 6, 2012, allows the government to seize control of all forms of public and private communications in any event of National Security.

Truman's 1947 National Security act leaves the definition of Security deliberately ambiguous allowing seemingly domestic events such as Famine, Financial Collapse and Natural Disaster the means to confiscate communication. Preparedness plans must include multiple modes of communication for survival.
